How a petition is handled
From drafting and lodging a petition to the committee's report and the response to the petitioner.
1. Drafting the petition
Every person has the right to petition Parliament to consider any matter within its authority, including asking it to enact, amend or repeal legislation (Constitution, Article 119; see also Article 37). The procedure is set out in the Petition to Parliament (Procedure) Act, 2012 and each House's Standing Orders.
A petition should be addressed to the House, state clearly what the petitioner is asking for, and be signed by the petitioner or petitioners with their contact details.
Key points
- Write in English or Kiswahili, in respectful language.
- Say what you want Parliament to do, and why.
- Indicate whether the matter has been raised with the relevant body, and that it is not pending before a court.
